Title 1: School Choice
What is the purpose of the public school choice provision of NCLB?
Public school choice is a critical component of NCLB because it offers a student enrolled in a Title I school that is identified for school improvement, corrective action, or restructuring an opportunity to attend a public school that has not been so identified.
For which students must a school district offer public school choice?
A school district must offer all students enrolled in Title I schools (that is, schools that operate programs funded under Title I, Part A of the ESEA) that have been identified for school improvement, corrective action, or restructuring the opportunity to transfer to another public school in the school district that is not so identified [Sections 1116(b)(1)(E), 1116(b)(5)(A), 1116 (b)(7)(C)(i), and 1116 (b)(8)(A)(i); 34 C.F.R. §200.44(a)(1)].
A school is identified for school improvement when it fails to make Adequate Yearly Progress (AYP) for two consecutive years. A school remains in improvement, and continues into corrective action and then restructuring, until it makes AYP for two consecutive years.
The school district is responsible for providing, or paying for the provision of, transportation necessary for students to attend their new schools, subject to some limitations.

What is the procedure for parents to enroll their child in School Choice?
Parents are mailed information about School Choice options after June of each year. After carefully reviewing the information provided, parents have the option of choosing a different school in FWCS for their child to attend during the upcoming school year. The deadline for requesting a transfer to a different school will be stated in the letter. A list of school options is provided and a Request for Transfer form is provided. Request for Transfer forms must be turned into FWCS Student Services located at the Grile Administrative Center at 1200 S. Clinton Street, Fort Wayne, IN 46802 by the stated deadline. All new students who move into the district after the due date of the Request for Transfer are given the school Choice option, as well.
